Step 1 : Press CTRL+J to copy the Background Layer. Turn off the eye symbol by clicking it off out of sight layer. It is a straightforward insurance to copy the Background layer. So you generally have the first to fall back on if something turns out badly.
Step 2 : Click the Elliptical Marquee Tool.
Step 3 : Press SHIFT and you will have the capacity to draw a flawless circle. Try not to be concerned if the circle is not precisely where you need it. Mine isn't either.

Step 8 : Go to Filter>Blur>Gaussian Blur.
Step 9 : Depending on your picture set the Radius of Gaussian Blur to in the vicinity of 10 and 14. I have set it at 12. Snap OK.
Step 10 : Press CTRL+D to deselect. The figure of the young lady has developed more engaged and more honed as the transport out of sight has been obscured. Job Done .
